Safir is an industrial engineer with a post-graduate degree in economics. She has worked in international development cooperation since 1997 and has experience in health systems, labor markets, vocational qualifications, employment and research and development. Her health sector experience includes results-based financing, health system and policy analysis, strategic planning, universal health coverage, health budget and financing and people-centered health care. She is the co-author of the Lancet special article for Turkey and the author of the case study on People-Centered Health Care in Turkey aiming to provide insight to deepening health reforms in China. She currently works on global health policy and health systems with a specific focus on universal health coverage, improving access to care and to medicines in low and middle-income countries, non-communicable diseases, integrated care and improving the utilization of primary care.
