Tomoyuki Kimura is the Director General of the Strategy, Policy and Review Department (SPD) of the Asian Development Bank (ADB). SPD coordinates development of ADB’s strategies and policies, including its new Strategy 2030, results management, and responses to the Sustainable Development Goals.
Prior to joining SPD, Mr. Kimura was the Country Director of the Viet Nam Resident Mission. He joined ADB in March 2000 as Energy Sector Specialist, responsible for engaging on a wide range of energy sector issues with client governments and agencies in India, Pakistan and Afghanistan. He left ADB in 2004 to re-join the Japan Bank for International Cooperation (JBIC) as Country Director for Sri Lanka and Bangladesh. In 2006, Mr. Kimura returned to ADB as Principal Energy Specialist in South Asia Regional Department. He subsequently transferred to Budget, Personnel, and Management Systems Department initially as Principal Management Services Specialist and was later promoted to Advisor and Head, Unit for Institutional Coordination, where he led the development of the 3-year workforce plan and the reform of relevant human resource policies.
Before joining ADB, Mr. Kimura worked with JBIC as Deputy Director of the Strategy Department. He also worked extensively on infrastructure projects for the Overseas Economic Cooperation Fund of Japan.
Mr. Kimura holds a Master’s degree in Business Administration from the J. L. Kellogg Graduate School of Management in Northwestern University, USA and a Bachelor of Law in Kyoto University, Japan.
